The attached file could not be found

Hello, I am moving my Zotero to another device. I noticed some of the pdf files have a faint icon, and when I click on them, they give this error: "The attached file could not be found in the following path. It may have been moved or deleted outside of Zotero, or, if the file was added on another computer, it may not yet have been synced to zotero.org". I read some of the issues, and I saw that those files might be linked files. I checked the web zotero, and I saw that the faint pdfs are linked files (they have the chain icon).

I have tried converting linked file to store file using Tools > Manage Attachments > Convert Linked Files to Stored Files. However, the Convert Linked Files to Stored Files is greyed out.

See Files Not Syncing. You're just at your storage quota.

(You could tell if they were linked files from a link icon on top of the attachment icon on the left when viewing the attachment row, not from the icon in the Attachments column.)

Thank you for your kind response. Sorry, i am new to Zotero and now i can see i have to get more storage space. For now, i manually copied the zotero data directory from old device to the new device.
