Link files are not supported on IOS.

Some link files are pdf, but I can’t open them using the Zotero for IOS, others link files are pdf too, but I can open them successfully.

Can anyone help me? Thanks.

Your thread title is the answer: linked files aren't supported on iOS.

For example, there are two items, both of them are PDF files, but I can only open one and the other one cannot be opened.

If they're both stored files, see Files Not Syncing. If one is a linked file, it wouldn't be openable on iOS.
