For translating entire PDFs, I use Google Translate's free document translation ....

It's not perfect, and it often messes up formatting, but it's not bad for free. Occasionally I will find a regular PDF that it completely fails on. It's limited to PDFs up to 10mb (best of all the free translation options if I recall correctly). Sometimes PDF compression works to bring a bigger PDF under that limit. eg
