Numbering not continuing

I wrote my doc in word, uploaded to Google Drive, then my collaborator downloaded it in Word and sent it back to me. Now I'm working in word again, and I tried to add a citation (that I already have elsewhere in the doc as 8), and it's starting the numbering at 1. If I click on my other 31 citations, they're still active (the grey field comes up). How do I get the new citations I'm adding to merge with my previous bibliography?
