disseminating grey lit -- *creating* a PDF with appropriate metadata

Hi, can you point me towards some advice for tagging a PDF with metadata that would allow Zotero (and indeed other citation managers) to generate a good record when some future reader adds it to their library?
I'm helping a library user who is self-publishing a multi-chapter report. It'll be posted on the funder's website, and I'm encouraging them to also deposit the chapters on Zenodo.

Zotero ignores any tagging in the PDF. Reserver the DOI on Zendo and include it on the first page of the PDF
