Cannot attach links manually

I am unable to attach links, photos or link to URIs in my folders. The options to do so are simply gray when I attempt via the paperclip icon?

Are you in a group library? Attach link to file would be greyed out there.
The only place where Attach link to URI should be greyed out is if you have an attachment-type item (like a PDF file) selected.
