Apologies for the undoubtedly noob question, I'm not familiar with citation formats at all.
I want to cite the report from this webpage using Harvard Cite them Right.

I tried using the magic Zotero browser extension. But it seems to store it as a website.
At the bottom of the webpage there seems to be a citation guide. Which says...

Does anyone know how I should set Zotero to cite this correctly? Is it a report or an article (journal)? Who is the author, the Office for National Statistics (ONS)?
