Citation window [+] in notes only does in-text format

When attempting to insert a citation into a note using the [+] tool, whether in v6 or v7, it uses a short in-text citation. My preference is set for the CMOS (full note). Should it not base the citation on that?

    The citation in the note is just a placeholder in generic author-date format. When you use the Add Note button from the word processor plugin, it will insert an active Zotero citation in whatever style you've selected for the document.

    There's no general preference in Zotero where you set a style outside of a specific context (document preferences, Quick Copy, one-off bibliography), so I'm not sure what you're referring to there.
