Logic behind the formats cleared in Notes by the Tx button

Why does the Tx on the Notes toolbar clear some formatting but not others? It clears all but:

Bulleted
Monospaced
Block Quote
Numbered
Math Block
hyperlinks

It clears text formatting. The first four of those are paragraph styles — they have semantic meaning. E.g., clearing a block quote would be dangerous. (And links are links — the hyperlink is content, not formatting.)
