Chicago 17th long form notes

Working on a series of documents which for a number of reasons need a note citation style that uses the long form/full citation for every citation + subsequent entries. Is there a way to essentially override the short form used for subsequent references so it displays the long form each time? I'm not super familiar with CSL, and the visual CSL editor doesn't show repeated entries so its a bit challenging for me to sort out where I could edit the code. Any guidance would be appreciated.

In the Visual Editor click on the "Layout" underneaht "INLINE CITATIONS".
Open the conditional and remove the complete "box" that reads "else-If subsequent".
