Missing Toolbar heading in Zotero

I have a PC, and I use Google Chrome to open my Zotero account. However, I attempted to highlight a PDF document I opened with Zotero and noticed the file tab at the top was missing. How can I add the toolbars and highlight tab in Zotero?

Annotations in the Web Library are not possible yet. The PDF reader is currently read-only in the Web Library. You need to use the desktop app to add annotations.
