can't sync annotations from my zotero ipad to pc

the annotations I took does not show on my zotero Hp pc despite the fact that I have tried to sync them, or export them or send them by email.
I would appreciate help in solving this issue.

If you're opening the PDF in an external PDF reader, the annotations won't show up.

unfortunately, I am not opening the PDF in an external PDF reader but on the same Zotero preview file. it is shown on my iPad but not on the PC
