Does Zotero Online save pdf annotations and how to access them in case of Pdf errors?

Triggered by the late issue in 4shared and other WebDAV providers, any problems in these services could lead to loss of access to pdf files in Zotero and error messages appearing.
The citations of items and notes are safe and easily accessible through Zotero cloud services, but what about pdf annotations (on the left pane appearing only when pdf is opened in Zotero reader)? Is there any way to access them in case of Pdf errors due to other cloud services issues?

I know that depending on Zotero itself for cloud syncing attachments is the best option, but due to many issues (including de-evaluation of some local currencies against US dollar) this option might be difficult for some people so I am asking about these emergency alternatives (and of course if it is possible to provide different Zotero subscription plans considering the values of local currencies this will be great)

    PDF annotations are stored in the Zotero database and synced via Zotero servers, but you'd still need the PDF to be able to view them through the app. That will be changing in an upcoming version, though — annotations will be available in the library view.
