iOS app syncing up but not down

My app, which has been working fine, suddenly isn't downloading changes from my library. I've checked the online library, and the collections and files are there, as well as on my computers. But they aren't showing up in my app. I tried quitting the app and restarting it, without success.

As a test, I created a stand-alone note in iOS, and it uploaded to my library without any difficulty--so clearly the connection is working. I'm also not seeing any sync errors.

Any suggestions on how to force it to download?
