Feature request: Scroll via touch on document border even when annotation tool selected

It would be great if one could scroll PDFs by touch input on the document margin (i.e. empty border around the actual text where the annotation tool does not work and won't trigger any action anyway). This would avoid the need to toggle on and off the annotation tool repeatedly.
