License issues: file mentions GPL

I have a Firefox extension which uses Java, and read that the authors of the Zotero extension had solved a problem where the usual methods of using Java in extension don't work with the OpenJDK/IcedTea plugin. I'm interested in trying to use this method.

I've read (after some searching) that Zotero is licensed under the ECL, but the particular file of interest:

clearly mentions the GPL.

What is the license for this code? If it is GPL, is there anyone I could contact about using the code under a different license? Our project is open-source but we would like to release our own code under a permissive license. (Our extension resolves handles/DOI names, which incidentally could be of interest to a number of Zotero users.)
