Upgrade StorageZotero 7 Beta: Repeated pressing of a shortcut shouldn't deselect an annotation tool
When a keyboard shortcut for the selection of an annotation tool is pressed repeatedly in the PDF/EPUB/HTML reader, then the tool gets deselected. Thus pressing alt+1 selects the highlighter, pressing it another time deselects it.
This can be annoying if you constantly have to switch annotation tools with a keyboard shortcut, like from highlighting to underlining, as you would expect after pressing alt+1 to always have the highlighter at your disposal, but often it gets deselected, because it's already active, which is usually hard to recognize, because your attention is on the text and not the annotation toolbar.
Therefore, I suggest that pressing a keyboard shortcut should never deselect a tool, if it's already selected, since it's also already possible to easily deselect a tool by simply using ESC, which from a muscle memory point of view would be preferred anyway.
Happens on Zotero 7.0.0-beta.38+b79e0b3d7 (64-bit) on Ubuntu 23.04.
