Zotero 7: Reopened tabs appear in different order

Sometimes, relaunching Zotero results in the reopened tabs appearing in a different order.

1. Open a PDF.
2. Open a second PDF.
3. Focus the tab of the first PDF.
4. Close Zotero and relaunch.
5. Notice that the PDF from Step 2 now appears first.

If I skip step 3 (i.e., leave the tab with the second PDF focused), then the tabs reappear in the correct order after relaunching.

This is with 7.0.0-beta.36+3ef1f0992 (64-bit) on Linux.
