Zotero not locating files with linked attachment base on OneDrive
2 weeks ago I attempted to move my zotero library to my OneDrive as I ran out of Zotero space. Now when I try to access certain papers from my PC I get the following error. I think these papers were ones found on my laptop.

I get the same error when I access a paper on my laptop which I know I saved from my PC.
Should I follow the steps at https://www.zotero.org/support/kb/files_not_syncing
or should I try other things such as removing my linked attachment base first?
Ideally I would like to be able to access the same annotated papers from all devices and have them saved on my onedrive...

But that path above is a stored file, so it wouldn't have anything to do with linked files or the Linked Attachment Base Directory setting. For that, you would generally see Files Not Syncing, yes, but if you actually moved files outside of Zotero, then you would've just broken all the file associations on this computer and you'd have to fix that on your own by moving the files back. You shouldn't be doing anything to the data directory if you don't fully understand how it works.
If you were at your Zotero Storage quota previously, though, files just may not have synced from the computer where you added them, and as explained on Files Not Syncing, you'd have to sync from that computer now that you have a subscription so that you can access them elsewhere.
The Zotero data directory absolutely can't be stored in OneDrive.
Based on everything you've said here, I would strongly suggest that you leave the data directory in the default location, move everything back to where it was, and not try to change these things further — they're in the Advanced section of the settings for a reason, and we can't help with problems created by changing them.
