Unable to reorder citations in 7 beta

I just upgraded to 7 beta today (on an M1 MacBook Air). I find that it's impossible to reorder citations in the "Add/Edit Citation" dialog. If I drag a citation to put it before another one, it ends up on a mostly invisible line below the visible entries, then if I hit "Enter," that entry is no longer part of the citation, and it no longer appears if I edit the citation. Previously, I could just drag things around with no problem.

Now I can only reorder using "Classic View," which is really inconvenient because citations and the regular citation dialog identify entries by author/year, while the classic only shows the title, so I can't, for example, easily order alphabetically by author or by year.
