Not clear what you mean here.

You don't save a webpage as a snapshot. You save a webpage item, and if you haven't unchecked the option to save a snapshot in the General pane of the Zotero preferences, it saves a snapshot as well. That works fine for me on this page.

Oh, this may be a recent change in Chrome/Edge. It was working for me in Chrome and failing in Edge, and as soon as I updated Chrome to the latest version, it started failing in Chrome as well.

We'll see what we can do about it. You won't have this problem with smaller pages (shorter, fewer embedded images, etc.).
