If I create a group library using a "paying" account and upload some PDFs, can my collaborators with "free" account download these PDFs? Or we all need to be "paying" users?
I'm having an issue where I am a member of a group hosted by an owner with unlimited storage, but I'm unable to download the PDFs to my local computer under my account because it is saying I am out of storage. According to the above, I should be able to download the pdfs, correct?

It's definitely not saying you can't download files because you're out of storage. A storage error is only about uploading files.
The account you're posting from has unlimited storage and is the owner of a group, so it shouldn't be receiving any messages about storage. If you're referring to some other account, you could certainly get a message in that account if trying to upload files to a library that's not owned by an account with a storage plan. And you wouldn't be able to download those files on another computer, because they've never been uploaded.
If you're still confused, provide a Debug ID for a sync attempt that produces the error.
