[Bug] iPad: Douple-tapping Apple Pencil activates annotation tools outside of annotation mode
When opening a PDF in Zotero for iPad, there is a toggle button in the top bar to show annotation tools. When it is on, the Apple Pencil can add annotations, and double-tapping on the Pencil switches between annotation tools. When it is off, the Apple Pencil just scrolls the document (this is all expected behavior).
However, double-tapping the Apple Pencil while the annotation tools are not shown still switches the tool in the background, and also activates it without any change in the UI. For example, if you were using the highlighter tool and closed the annotation tools, the Pencil just scrolls the document. However, double-tapping it make it erase annotations instead, and double-tapping again puts it back into highlighter mode.
The double-tap gesture should not activate annotations tools while they are off (or less preferred, update the UI accordingly and have a second double-tap turn them off again).
