Short title not appearing in subsequent footnotes in Chicago (full note)

I am using Chicago (full note) footnotes for my thesis, but for some reason, the short title only appears in some of the subsequent footnotes after the first full footnote. The other footnotes only give me the "author's last name + page number".

How do I get "author's last name + short title + page number" for every subsequent footnotes in Chicago (full note)?

This isn't random: following the Chicago Manual's guidenace, the style uses just the authors' last name when you're citing the same item again immediately (what used to be ibid).
