Association for Computing Machinery (ACM) style is not based on the sequence

Why is it that when I use the Word plugin, ACM-style references are listed not in the order in which they appear, but by the first letter of the author's last name?

For example, first a J's paper in-text citation like "[1]", then when adding a B's paper in-text citation after J's will turn to "[1]", and J's will turn to [2] automatically.

Agreed that the ACM style doesn't appear to be working accurately.

ACM sorts the reference lists alphabetically, not by order of appearance. See an example here https://dl.acm.org/doi/pdf/10.1145/3603371

The CSL style is working correctly here
