Yes, I reviewed related forum posts including: "Changes Not Syncing" . I did so prior to my posting the dbug ID.
Per the last paragraph on further troubleshooting, I ran the dbug ID process to send to tech support folks such as yourself. I did so because the other content on the page did not match what I am observing as the cause.
Might you have a moment to provide further guidance including perhaps the review of the Debug report so that I may receive specific instructions to my case?

So, next step: A. under what conditions would the dbug ID not provide an indication of an attempt to sync? B. i. my zotero instance was running and the sync wheel was spinning even though the hoverbox stated 3 days since last sync. ii. Once I read your replies, I quit the zotero and then relaunched. The sync wheel is spinning. note: by hoverbox I mean the popup indicator when you move mouse over spin wheel. iii. Previously it stated what I indicated above with behavior I indicated above. iv. I clicked the sync wheel again and now I have a yellow yield sign error indicator regarding storage. Investigating next. Thank you for reading my play by play.
A. The storage remaining is below threshold. I refreshed with same result.
B. Despite this, I deleted the offending large .mp4. Again no change in reported usage to quota.

E. I am a researcher who uses tech. I've recommended zotero to other researchers. I am learning as I go. Your online kb and forum are very helpful! In all cases, I am very supportive of Zotero - the tool and equally very appreciative of your efforts in tech support. Thank you! I regret bugging you with this particular snafu. Any insights will be helpful to avoid the time involved in sorting this out.

If it's spinning and not stopping, we'd want to see a Debug ID for Zotero startup through a few minutes of syncing, using the "Restart with Logging Enabled…" option. The debug output always has to capture the beginning of whatever operation you're describing.
E. Follow up - Synced across both machines!!! Yay!
