Customise a bibliography style

Hello,
I need to create a bibliography with the following reference style for a grant proposal. It doesn't specify if this is an established referencing style, so I think I may need to make a customise style similar to below.

1. Hormone X stimulates hematopoietic stem cell differentiation.
Snow J*, Lee L, MacDonald M, Francis F, Bacon B.
Blood 2017;22:718-721

Any advice on how to go about this please?

We don't have anything like it, but it'd be very easy to take a Vancouver style and just change the order of title and authors. You could use this as a base: https://www.zotero.org/styles?q=id:national-library-of-medicine-grant-proposals
