CMOS and Newspaper Locations and URLs

Looking at CMOS 17 (14.191), it appears that a newspaper's location should be included in parentheses in the footnote if the name of the newspaper does not include it. And the URL, if any, is supposed to appear in the bibliographic statement. These are not happening with the Full Note version of CMOS's style in Zotero. What can be done to make these appear?

I'm seeing URLs -- could you give an example of a citation where it doesn't?

I don't think we're going to try to fix the location issue. Since there's no way to test for whether the location is in the newspaper title (and for most newspapers it is -- e.g. it's only in one of the examples in 14.191) it'd be a mess either way.
