referencing style that uses footnotes and doesn't cross-reference by number

I am writing a Phd dissertation where the footnotes need to restart in each chapter, which I know I can do in Word. However, using AGLC referencing style, Zotero will cross-reference back to earlier footnotes. What referencing style can I use that uses footnotes (not in-text citation) and does not refer to earlier footnote numbers for repeat citations but will instead just restate a short version of the original citation.
Eg. I want subsequent citation footnotes to say something like Walters (2002), rather than n(34).

    I think basically the styles that do this are anglo-saxon legal styles, so Bluebook, OSCOLA, AGLC, etc. Almost anything else will work, including e.g. Chicago or MHRA.
