Upgrade StorageAPA combined with footnotes

There is an old discussion which I am not able to comment on, but I'd like to reference in a current request (https://forums.zotero.org/discussion/32193/apa-with-footnotes).
I am looking for a bibliography style that is similar to (but not exactly the same as) what is found in this document: https://www.casey.org/media/22.07-QFF-SF-Start.pdf
It's a hybrid approach using APA and endnotes.
References are provided as endnotes (referenced with 1, 2, 3, etc.) and each endnote is in APA style. What I am seeking that is different from the casey.org document above is that each subsequent usage would be in APA short style, such as Smith, M. K. (2013).
The github code at the very bottom of the discussion referenced above is quite close to what I'm looking for but not exactly what I need. It's a great jumping off point. Would it be possible to revise that code so it matches what I described above?
