Upgrade StorageAnnotation behavior with active filter [beta]

Steps to reproduce
1. Highlight a PDF with two or more colors
2. Filter highlights by one of the colors
3. Either a) try to add a highlight in the filtered color or b) delete a highlight in the filtered color
It *looks* like nothing happens but when you unfilter, you do find the new highlight added (a) or the deleted highlight removed (b)
