Does desktop application need to be open for metadata to be created from PDF

The last few times I have dragged a PDF file into my Zotero web library, the metadata is not used to create a citation record. Does the desktop application need to be open for metadata to be created from a PDF file?

Yes (like many other major functions) that only works in the desktop app.

Thanks - I had a memory of dragging the PDF to the web version, but I guess that wasn't how it actually worked.
