In the citation-locator macro, remove the complete "else" statement".

Then change the layout section inside "citation" to the following:

    <layout prefix="(" suffix=")" delimiter="; ">
      <group delimiter=": ">
        <group delimiter=", ">
          <text macro="author-intext"/>
          <text macro="date-intext"/>
        </group>
        <text macro="citation-locator"/>
      </group>
    </layout>
