Upgrade StorageAnnotations (notes, highlights, selctions) not showing up in report

I'm getting an issue exporting reports from a file/collection. I have annotated a PDF with highlights, notes etc and these show up on the sidebar in the reader. They're searchable and behave exactly the way I would expect.
On the other hand, when I right-click the file/collection and "Generate report from item..." all I get is the bibliographic section, tags, and attachments in the report. No highlights/notes or anything else.
I'm sure this feature worked before but seems to fail now. So far, I've installed the latest Zotero version (both update and a full clean install, including deleting the data folder), rebuilt the index, and looked at every option under preferences.
Any tips from the Zotero community?
I know this worked for me before and really miss this feature.
