Title of report instead of institution in in-text citation (APA)

When I reference a report without author my in-text citation uses the title of the report and not the institution like APA guidelines (to my knowledge - https://library.nic.bc.ca/c.php?g=713252&p=5082675) prescribe. Is there a specific reason for this or a way to fix it?
