There are still some rough edges around Google's legal service. While in the "Articles" area, citation data is being delivered in a format such as BibTeX (depending on your setting in Scholar Preferences), in the "Legal opinions and journals" area, the citation link in the search hits listing seems to be returning an empty item, or no data at all.
I'm sure that Google is hearing about this, and presumably they are working on a fix. You could write to them to turn up the pressure a bit further. There may be a problem, though, in that, as far as I know, there is no uniform, widely recognized (in the way BibTeX is) electronic format for legal citation data that covers the field to everyone's satisfaction.
On that note, and while it's not directly responsive to your issue, please feel free to sign up for the new zotero-legal discussion group. There are lots of little issues related to legal materials that could benefit from focused feedback from the community, I'm hoping that the group will provide a way of marshalling a list of requirements, making for a smoother upgrade path.
