You're still starting in the middle. You need to say where you're actually going to do this. What's the URL you're loading? You can 'x' out your institution, but we need the actual URL one would use to reproduce this. You can email it to support@zotero.org with a link to this thread if you don't want to share it publicly (but we'll respond here).
Basically, though, it sounds like you're trying to save from the PDF itself. On a supported site, you should generally save from the article/abstract page. While we try to support site-specific saving on PDF URLs where we can, in many cases it's not possible due to how the site works, so clicking back to the article page is the thing to do. (You could also right-click on the save button and choose "Save to Zotero (PDF)", which would cause Zotero to save the PDF file itself and try to retrieve metadata, but there's no reason to do that on a supported site.)
We'd still want to know the URL in question so we can either fix site-specific saving of PDF URLs or try to have Zotero not offer a site-specific save for PDF URLs if it won't work.

And finally, if you try to save from the article page and the PDF won't download for that either, that's because your institution's proxy is misconfigured. Your IT department will need to fix this. You can point them to Incomplete Cert Chain for more info. (Your proxy server shows the error on the SSL Labs test described there.)
