Zotero "Add/Edit Citation" incorrectly numbering references

I am adding references to a Word document using the "Add/Edit Citation" feature. The next reference should be number 184, but Zotero keeps adding it as 160. Any ideas as to why this is happening?

    Insert a bibliography and look -- most likely reason is that the item is cited as 160 already
