Please explain step by step what are you doing. Also try disabling all third-party plugins.

When I highlight and annotate the content of a PDF file, the annotated content cannot be previewed in the note bar of the entry panel

Annotations aren't Zotero notes, though you can create a note from annotations.

In Zotero 7, you can view annotations in the right-hand pane of the library view by clicking on an attachment.

I could have seen annotations in the right-hand pane by clicking on an attachment. But, at present, i can't view annotations in the right-hand pane of the library view by clicking on an attachment.
