Try using the variable "issued" instead of "year". There are multiple dates attached to an item (issued date, accessed date, etc), so just specifying year won't work. See also: http://www.zotero.org/support/dev/csl_syntax_summary#dates

I think the IEEE style does what you want. You can check the preview in the style repository (www.zotero.org/styles), and see how the CSL encodes that formatting.
