Yeah, the highwire tags are really designed for standard scholarly works (articles, chapters, books), they won't work for websites.

I don't work for Zotero and the only things I get consulted on are metadata/translators and citation styles (appropriately so, to be clear). Zotero core devs read every thread here -- lack of reply isn't same as lack of attention

The only way to create tags is to add them to an item -- you can just import a lits, but that means that you could assign a long list of tags (just paste a newline-separated list) to a stand-in item and those would then be available.
