Right - export such a reference with this standard bibtex exporter. If the tags are not there, it's a BBT cache issue. If they are there, I don't know what could be wrong, but then it's not BBT.

Until Zotero gets a native field for citation keys, the only way to get citekeys reliably synced is to pin them.

You don't use it that way - you can have zotfile for the zotero desktop client copy files in and out of a set directory, which you can sync using something like Dropbox
