@suyiliu As has been said many times above, this is something that WPS needs to implement. You need to raise issues with them. Posting about it here will not help—Zotero has done everything it can to make a WPS plugin possible.

This is controlled by the citation style. What style are you using? Most numeric styles (eg, Nature, Vancouver) do not sort alphabetically, but some do.

These sorts of legislative materials would be considered “hearing”. The recommended citation you quote doesn’t really look like APA format at all, so I would disregard that entirely.
