DTIC
There is a relatively new translator for the U.S. Defense Technical Information Center (DTIC). However, it works only with registered account access to the STINET version of DTIC. I've created DTIC2, which works for the public-access site, http://www.dtic.mil/dtic/. At present, DTIC2 only pulls citation info and the abstract for single technical reports. Once I've used it a bit more, I'll be happy to share it.
I've also modified the American Psychological Association citation style to append the abstract to the citation.
