How would you reference this document in Harvard?

Hi, I'm referring to one document, it's a EU governmental white paper and, broadly speaking, as such has a special function in EU governance. I'm not sure how should I store it Zotero? As a report?

    Can you provide a sample citation of this piece? My guess is that Report is best.

    yes - I go with report for all government and IO documents.
    As a warning, though, some of the Harvard styles are quite rudimentary and might not print report type and number. you might be better of with APA or Chicago author-date.
