Feature request: ANSI for RIS import

For us it is crucial to import from Ovid Medline and Citavi via RIS. It took me quite a while to find out that the character encoding for export files from Ovid and Citavi is ANSI and due to that the import to Zotero wouldn't work.

After conversion to UTF-8 everything works fine with Citavi and Ovid. Could you implement "generic" ANSI character encoding support into the RIS-import?

    I had thought the file character encoding issue had been fixed before, but I've seen it a few times on 2.0.8.

    A work-around that is possibly simpler than converting the files is to copy them to the clipboard & importing from that.
