Short v. Long Citations w/ Word Plugin

I'm using Zotero to manage my citations in a dissertation. Currently I have my dissertation completely assembled. The different chapters are separated within the document with section breaks. The problem I am having is that Zotero is detecting a source that has been cited in a previous chapter and then providing the short form of that citation the first time the source is cited in the new chapter. Is it possible to make Zotero recognize the section breaks such that it ignores previous citations for a given source in previous sections? Pleaes help. I need to get this fixed soon!

One work around I could see is intentionally "breaking" the citation the first time it comes up in the new chapter by using show editor (doing something trivial like adding a space at the end of the citation) before joining the document.
Some advanced section support is coming in 2.1, I believe, but I'm not sure how much.
Sorry there is not better solution now.
