IEEE style not correct

Hi, there's a problem with the title for IEEE format.
Creating a bibliography from an item should result in:
"my title",

but is actually resulting in
"my title,"

Is there a way to fix this?

    Is that an actual flaw, or does it just reflect the difference in the way that quotation marks are placed in, say, US English vs. British English?

    Ok you're correct. i just checked the IEEE style guide and at least for conference papers "Title," is correct (although strange).

    Yet, there's a real problem. Try to create a 'web page' item and then create a bibliography and you see no URL.. or access date..

    It would be nice to fix this, since many of us use IEEE format..
