"Best to attach files to items." Why?

In Zotero Support > Documentation > Start > Attaching Files, it says: "Any type of file can be added to the Zotero library, either on its own or associated with another item."

In Start > Getting Stuff Into Your Library, the second-last sentence on page, under the heading "Storing Other Files In Zotero," says: "In most cases it is best to attach these files to full Zotero items."

My question is, Why is it best, in most cases, to attach these files to full Zotero items?
  • Because that's the only way you can include bibliographic information, which also means it's the only way to cite something.
