Question about Cloud Storage, Local Storage, and Item metadata

I am going through a lot of my items that I have put into my Zotero app and changing the titles to have proper capital letters, adding other item information, etc. (would that be considered metadata?). I do not have any extra Zotero storage, so my question is what would happen to these manual changes that I've made if I were to lose this computer and have to re-install Zotero on a new hard drive from my cloud account? When I re-install from my account, what gets carried over? Would it be only the 300MB of what has been saved to the cloud? Or would the titles and metadata of everything still be visible, just inaccessible? Like would I still be able to see the titles and item info for pdf's or Word docs that I currently have uploaded to my local drive, but just not be able to access them?

Related to this, if I were to backup my local Zotero files and then export them onto a Zotero app on a new computer, would all those manual changes I made carry over? In other words, when I make changes to individual items on the Zotero app, does it change the locally saved files in a way that would allow them to be re-uploaded to the Zotero on the new computer and maintain all those changes?
